About me

Trained as an accountant, Phillip subsequently specialised in management consultancy and project/programme management, initially with KPMG then on his own. He has worked extensively across several industries in the private sector as well as the NHS, Police, Local and Central government in the public sector, using HMT’s Green Book, ITIL, PRINCE2, Management of Portfolios, Managing Successful Programmes, Management of Risk, etc.
Phillip gets on well with everyone from the “shop floor” to the Board room, is a great believer in Investors in People (has trained and mentored many colleagues) and uses a carrot rather than stick management style to get the best out of everyone.

Helped launch Electricity Market Reform

DECC / BEIS / DESNZ. LCCC, Elexon/EMRS, 2014

Helped launch Government’s Electricity Market Reform (EMR) schemes Contracts for Difference (CfD) and the Capacity Market (CM), as IT/Systems Lead for the setup of Low Carbon Contracts Company Ltd (LCCC) and Electricity Settlements Company Ltd (ESC), then becoming EMR Consultant to their settlement service provider, EMR Settlement Ltd (EMRS), to ensure effective delivery of those services. By 2020 EMRS were collecting £3.5bn pa Levy from electricity suppliers, paying £2.2bn to CfD generators delivering low carbon electricity and £1.2bn to CM Capacity Providers ensuring security of supply. Also continued to help deliver Government’s new policies towards Net Zero, including plans for Regulated Asset Base (RAB) for future New Nuclear and Carbon Capture, Use and Storage (CCUS). Ongoing support of the Capacity Market Advisory Group (CMAG) Secretariat at Elexon.

Helped launch NASCIS

NHS, 2009

Project managed launch of the National Adult Social Care Intelligence Service (NASCIS) for the NHS Information Centre (now NHS Digital), including Ministerial launch.

Managed Cost/Benefit Analysis for ITTP

DWP, 2007

Managed £169m budget and monitored £500m of Risks for the Dept of Work & Pensions’ (DWP) IT Transformation Programme (ITTP) as well as preparing business cases for renegotiated contracts with HP/EDS (£2.5bn) and BT (£0.9bn) impacting 140,000 staff.

Finance & Business Case for universal banking programme

DWP, 2005

Finance & Business Case Manager for the cross-government universal banking programme (reporting to Cabinet sub-committee MISC19), moving 12 million people from receiving benefits and pensions by giro cheque to BACS into a bank account or new Post Office Card Account.
